Explanation:
Cars #17 and #33 came together out of turn 15 (second Mulsanne chicane). At first sight it looked like car #33 rear-ended car #17, but on closer review, car #17 did not accelerate out of the corner, probably in anticipation of the code 80 that was being announced. This caught car #33 out, which led to them running into the back of car #17. The stewards deem this a case of “both drivers could have done more to avoid the incident”, so it is deemed a racing incident.
